UK and European safety regulations for cosmetics forbid the use of 1,4-dioxane as an ingredient in cosmetics.
1,4-dioxane is banned as an intentionally-added substance; however, unavoidable traces, even of banned substances, that cannot reasonably be removed during the manufacture of ingredients or the cosmetic product, are allowed as long as there is no risk to health. All cosmetic products must undergo a safety assessment by a qualified safety professional. This safety assessment carefully considers any traces to ensure the levels do not present any health risk to us.
